Make a family. Use symbolic lines in the family. load family into model. copy over and over. Dont draw drafting lines in model and combine them together in a group as every time you copy that group it will increase your model size.

We have a seperate model which only contains 2D details. When we need one we 'Insert from File' and bring the desired detail into our model. Alternatively, for a 2D 'Block' or Family, use the standard 'Detail Item' family template as Beaucoupnice suggests.
