i want to create new labels in my titleblocks and when inserted they just come up with a "?" which is not editable. what's up?

You need to load your shared parameters.
This is done in project parameters and adding new shared parameters to your drawings sheets/project info.
Do a search on project parameters, this has been discussed in detail on how to do this. It's best to do them once in your template file, that way they are always loaded in new projects.

Wouldn't it make sense for Revit to automatically load these parameters when you load the template into the project? Autodesk needs to solve this, cuz it's annoying to have to put in individual parameters every time you have a new project. Blah

It would be too complicated to try and include every type of shared parameters in the software as you can create them for almost anything. Its easy to create the ones that you use often and load them into your template.
