You need to create a family, you have a couple of options:
1. Create a single family with all the geometry
2. Create two families. One for the concrete base nested into the steel-column family.
Do you know how to create/edit families?

Why don't you just place seperate columns?
Or are you just protecting the base of a steel column with a concrete surround?

Can you just used the 'isolated foundation' function after placing the column?
