Lets say that i have built a house in revit (footing, foundation, flooring, exterior walls and interior wall). I decide i want to make the overall dimensions of the house bigger. How do i make it larger without having to individually change the dimensions of all the components such as the flooring system and the foundation walls? Is there a way to move exterior walls and also simultaneously move and keep the foundation walls/flooring/footing directly beneath it?

This depends on how the house is modelled.  If you had set up grid lines and constrained the walls to the gridlines, used the walls to define the floors and the roofs by footprint using the wall offset, you could simply move the gridline and everything should move with it.  Of course it depends on the complexity and what is constrained to the wall, but defionitely possible.

Also, from a plan view that is full depth, you can window a portion of the building and "stretch" it to a new location. 

 

The problem with both tim and my answers is that some elements are constrained to move in only one direction and the only way to move in the other direction is to "disconnect" your elements.  However, you are not only disconnecting model elements but all dimesions and tags as well.
