If you click on the railing you can edit the sketch.  Draw additional lines at the top and bottom (if you just stretch the existing lines they will carry on sloping).  You may need to create a new railing to join with the stair railings, depending on what you are trying to achieve with respect to the heights.  The attached image shows a standard stair rail with a small line added top and bottom to show a straight end to the railing.

Railings are created from segmented line sketches.  Each segment can be set independly for slope.  Do you stairs or ramp and let Revit create your railing initially.  Now edit the railing and add a line at the ends of the railing sketch line that was created initially.  Click on these railing extensions and on the options bar "slope" set this portion of the rail to flat.  Finish and look at your rail in 3D.

You will have to experiment and learn where the junction of the flat and slope lines should be in relation to the ends of the ramp or last risers on stairs.
