does anyone know anyway to run the top cap as shown in attachment to run out to the edge of the post??

i think you can't do that with the rail you have there. But you can create a separate rail with the top cap only. there are other ways but i think that would be best.

You can adjust the position of the end posts using the space field, under posts.
