What i mean by the title is...

Initially, there are 2 sets of stairs from the ground floor leading to a landing midway to the 2nd floor.

From the landing, only 1 set of stairs leads to the 2nd floor.

To do this, i creat one set of stairs that lead all the way to the 2nd floor, cutting back on itself halfway.

The other set of stairs I set off from the 2nd floor by negative six (-6) feet.

PROBLEMS;

1. I am currently unable to join the final riser of the 2nd set of stairs to the landing.

2. I am unable to make an opening in the 1st set of stairs' railing for the 2nd set to join in.

3. When i delete the 1st set of stairs' railing to make my own which uses the stairs as a base host (thus being able to leave an opening for the 2nd set of stairs), the railing adheres literally to the stairs, and not the support joists which run along side the stairs (which it does when you create a "controlled" set of stairs).

The only solution i have come up with is to make 3 sets of stairs and create an artificial landing that is just a floor offset from the ground floor by 6 feet...

got a simpler way to do this?

I think that your second method is the best way to achieve this - 3 stairs.  You can insert a false floor but you can also extend the lowest tread of the upper stair to form the landing.  Depending on how complicated the stair is you may have to create separate railings.

Fro an example of the stairs that you can create along these lines - look at this site:
