i find it annoying that when i am creating a sheet in revit 09 and i scale my elevation for example down to 1/16" - 1' 0" then for some reason my level tags and section tags are all extremely too big. text starts to overlap each other is there a easy way to scale particular components that iam talking about down? thank you

No - that's one of the great things about REVIT - annotations are view scale independent. In those views, you will have to replace those annotations with new families.
