Where would i find a sun shading device similar to a railing that works on a cylindrical structure? I could edit a sweep but i dont know where to find them to edit. Also parapet caps that work with a cylinder.

You could use a railing to create it.  There is a solar shading blade in the library under railings.

So how do you set the host of a railing to a wall? I tried but it wouldnt let me host to anything but the floor or the stairs...

Just do it as a wall sweep... create your profile as multiple circles.  Then you will need your wall brackets.
