When placing Legends on sheets in Revit 9.1, it was possible to give the legend a view title that allowed you to give the legend a drawing number; however since upgrading to 2008, I can only give it a drawing name and the bubble number when highlighted just shows a "red" question mark i.e. it is not editable instead of the normal editable "blue" color. When I look under the Element Properties for the legend, there is no "Detail Number" as there is on a "model" viewport. I have a lot of Legend Details I use constantly so this is a BIG problem for me. This problem occurs even when I open a "old" drawing in 2008 which has numbered legends. I cannot add a new numbered legend. Is there a problem with Revit or is there something in 2008 that I need to set up.

In my hunting for a similar problem, I found a thread - Forums>Revit Building>Technical Support>Legend Titles - no number which appears to "solve" this problem. I haven't tried it yet but the it seems to work for the person who posted the problem.
