How would I create it using the roof modeling tool via extrusion

Yes, if your talking a barrel arch sort of roof. Simply draw the arch in elevation, making sure to set a working plane in plan first.
If your talking a semi-spherical dome then you would need to do it as an in-place roof family and create a revolve...
