For some reason, my elevation tags do not give me the controls to adjust the depth, width, etc. If I click on the tag, I just get a solid blue line to move around.

If I insert a new tag, the controls are visible on the new tag.

Any suggestions on how to get the contols back?

Using 9.1

Click on the elevation view and go to properties. Checkmark the "Far Clip Active" box and you will get the control of the view depth.

The width can be adjusted by selecting the Crop View option in the view properties.  With that option selected, you will get the adjustments you are looking for in plan view.
