when I change the scale of a drawing from 1/4" to 3/16", the detail marks dissappear. Where do you control display characteristics for different drawing scales?

I found the answer: clik on the detail mark, right click and select "properties". Change the setting "hide at scales coarser t than" to the desired value. It defaults to 1/4". Unfortunately, this only can be done by selecting one mark at a time, not globally. You can't do this by "select all similar" function, because it also will select the details with a "SIM" tag, which can't be set to "hide at scales coarser than".
