How do I dimension to the center line of a foundation wall? All I can select is the faces even when I have center of wall or center of core selected as my preference in th edimension command.

Hit the TAB button while hovering over the wall (while in the dim command)

Or go to the "Settings" pull down menu, then into "Temporary Dimensions" and change it there.

When I use the TAB key it only toggles between the interior and exterior face of the concrete foundation wall, never selects the center. I checked the settings in the temporary dimensions and they were set to centerline. I tried changing it to center of core but that didn't allow me to select the centerline either. If I set my cut plane for the foundation plan above the foundation so it cuts the stud wall above the foundation I can select the center line of the stud wall that rests on the concrete foundation wall, but then the foundation plan shows the stud wall not just the concrete foundation.

Have you tried this on other Conc walls? Do they all miss the Centerline?

Could it be just a bad element? Try drawing a new wall to see if it fixes the issue.
