I wish to constrain a referenece plane that is not parallel to another such that it rises with the other when an adjustment is made. How do I do that?

Providing your using version 7 use reference lines as opposed to planes as this way you can dimension to the end points to adjust height etc. HTH.

Thank-you that solves one problem I was having. The rest of my lighting family problems were solved yesterday when I realised I was using version 6.1 templates with version 7.0 revit. Somehow this affected modelling. We loaded current templates rather than going throught the upgrade process over and over and problems vanished.
