Using revit Architecture 2008. I am looking for the best way to export a revit drawing to cad format for our engineers, I would like to use our firms standard layer list. Is there a way to export the layer settings form auutocad as a txt file that revit can use for export (like the "AIA Standard Layers" text file.

Revit already has an AIA layer export text file set up.

To change export settings go to: File>Import/Export Settings>Export Layers DWG/DXF

There you can load the AIA standard file and adjust it if required.  Be sure to save any modifications to a different file name.

I would like to use the standard layer list form our firm rather than the aia standard list. the  most feasible way to do this would be to export the lauyer list from autocad and load it into revit rather than the AIA standard file, does anyon know how to do this?

Tom gave the best answer.  AutoCAD's list will not work.  You need to develop the one from REVIT.

If you are handy with Excel you can develop a workbook that will write out your office standards.

The export layers settings are stored in a simple text file that you can create via the Excel method or by simply editing directly.  The text file can be found at: C:\Program Files\Revit Architecture 2008\Data

You edit the text file outside of Revit and do a save as.
