This seems like a dumb question to me but I need to ask it. In order to add radiosity to an image, I need to run radiosity, and then as soon as its done, just hit raytrace and it will factor the radiosity soluton in automatically?

I ask this because I'm running radiosity as stated above, but the result doesn't look any different than if i just run raytrace. Also, I see lighting casting on certain surfaces during the radiosity calculation, yet during the raytrace there is no light on the same surface.

Its an exterior night scene and I run a lot of steps for radiosity, at least as many as I have lights.

Radiosity is only for small interior renderings and is not meant for exterior rendering. that's probably why you don't see any difference in your rendering. i can't remember all the particulars, but if i can locate a PDF on the subject i had, i will post it.
