I hope someone can help!

I’m trying to create a plan region that cuts the topography at a lower level to show how the building will be sitting partially under the ground line. But the region appears to have no effect on the topography in the view. I have attached a screen shot to help explain things. The first shot shows the view with cut plane set to 1400. The second view shows the cut plane at 700. And finally the third with a plan region set to 700 which appears to be doing nothing.

Is there a special trick I’m missing?

Any help would be appreciated.
