Is it possible to import a jpeg image and have it as a material texture? For example if I have a small building and I would like to have one side of it as a visual jpeg of the front of say, a shop front image is this possible?

For a rendering yes, read the help on decals.  For an image attached to an elevations that you see in just shaded with edges views no.
