trying to set skylight on sidewalk, program seems to only allow placement on roof plan view... how would one change settings for this application

If you go into the skylight family it will probably show a roof, since its a roof hosted family. To get it to host to a different face you will need to copy and past it into a face based family instead of a roof based family. Then you should be able to host it to the face of your sidewalk.
