I'm using Revit Arch. 2008.  Everytime I toggle the crop view off, the drawing callouts disappear.  I can't seem to get them to stay on.  Any ideas?

If I am understanding correctly, then I beleive this is the answer:  I am trying to do this from memory, but if you go to the view that it is being cropped, you should see a black square and a dotted green square (offset to the inside of the black square) denoting your view crop.  If not, enable your "crop region visible" in the view properties.  Anyway, the green outline controls your annotation crop.  You should also make sure that "Annotation crop" is unchecked in the view properties (unless you want it on).  Hope I got this right for you, if not let me know and I'll get you better instructions.

Thanks, I tried it but I don't see a green drashed line inside of the crop region line.  I have "crop region visible" checked and "crop annotation" unchecked.  Am I doing something wrong?

I understand this is a bug which has been fixed in the latest Built.  Just download the latest.  Problem fixed?

I experienced this as well, but it was due to an annotation crop.  Is there a latest build?  Didn;t know that.  If that doesn;t solve your issue, then let me know and I will recreate mine and post it back.
