Is it possible to add a tag to an element so that placement of that element will default with a designated tag? Example: I want to place my receptacle and have it automatically come in with a Panel & Circuit tag.

Tags are view specific items that cannot be 'added' to an element. Some items such as doors and windows have a'tag on placement' option hard coded in by the Revit development team. You best bet is to simply place all your electrical devices and then do a 'tag all not tagged' command on them to tag them all in one fell swoop.
