How do I change the size of the dimension tick mark. I have them set at 3/32" with the scale set at 1/16". Is there a way to adjust them to be smaller according to the scale.

All annotation (including dimensions) is set to real world plotted size. Your 3/32" tick marks will always be 3/32" on the plotted page when plotted at 100% size. If you are trying to print plans at 1/16" that would normally want to be printed at 1/8", then I use a trick. I define a sheet with a titleblock that is twice the size I really need to place the 1/8" plan on. Then through the print setup reduce by 50%. For instance I have a 22"x34" titleblock to print larger plans down to 11"x17".
