For the grid circles you need to modify a grid annotation, load that annotation into your project and assign the annotation to a grid style.  The Grid annotationas are located in the annotations section of the imperial library that ships with Revit.  Modify and save one of these with a smaller circle to a new standard location for your office.  Load the new annotation into a project, hopefully your template file and then select an existing grid line.  Go to the properties of the grid line and edit the type properties to use yur newly loaded grid annotation.

For grids that don't show up in elevation, make sure that they fully intersect all the levels and get intersected by your elevation.  Also be aware that Revit will not display grids that are not orthagonal to your view.  i.e. at 90 degrees to yur elevation.
