when I import an image to an elevation it always goes behind the walls. How do I move it in front of the walls?

perhaps u should composit(montage)image in photoshop ? mc

I guess I could do that, but I would like to keep it in Revit as much as possible. I have thought about mapping it to the wall as well but I thought maybe there was a simpler explanation.

I don't understand. Are you wanting to place and image on an elevation and render it?

no, just place it on the elevation...in hidden line view.
