Is there a way to lock elements in place so that they cannot be moved?  I spent yesterday morning getting my plan dimensions set right and this morning they are all off again and will have to redo them!!!!!!!!!!!!!!!!!

Select your element with the modify tool.  Once selected, there is a button on the "Edit" Toolbar that looks like a little pushpin, select this and your element will not be able to move.
