I am trying to add 2 x symbolic line arrows to a window. I want to lock them to a centre mullion so they will hold position when I flex the window. First problem encountered was drawing them in the correct work plane. Do I need to create a new reference plane to draw them. Also need to know how to lock them to the mullion.

Yes, you should draw a reference plane in the side view and name it something like mullion face or something that identifies it. You don't HAVE to but it's good practice to do so. When you are in the exterior or interior view, you should be able to click the lock button to attach the reference to the mullions. You can also dimension it to the mullions or anything else to reference it to and lock the dimension. Depending on what it is being dimensioned to.

 

HTH, I'm not quite sure what you mean by symbolic line arrows. I am assuming your symbol lines are for mullions?

be aware that Symbolic/Detail lines are view specific and only show in the view which they were drawn
