i've got some rpc people that I want to use, but they aren't in the proper format to load. I apparently need the plug-in that converts these files to "*.rfa". The only problem is I can't seem to find this plug-in. Any ideas where I can look?

there is no plug in...
create a new RPC family, create some lines to represent your RPC,
go to family type,
under RPC filename, browse to your RPC, select and accept. see attached jpeg.
that's all, now when you render you should see your RPC
