Can someone let me know how to change a view title where the title is 1/4" but the scale is at 1/8"? I can only change it so that both are the same size. Any assistance would be appreciated

Do you mean that you want the View Title to be one size and the scale to be a smaller text? If so, you will need to open the view title annotation family, do a save as, and create a new family with 2 different text sizes. If that's not what you want to do, please clarify and maybe someone else knows an answer.
