Is there a way to put multiple tags on a drafting view that refer to the same detail? For example for different windows that have certain details that are the same.

if i get you right it is possible.
sorry just before that you will get a better response if you post to the correct forum you should put a question like this in the technical issues form
creat a new drafting(Draft1) view and name it
create a section of the arae of the window you want
place a callout detail view and name it
place any of you detail lines ect in this view.
now in your drafing view(Draft1) or plan ect.
use callout choose the refference other view and choose the callout that you created above (Call1)
repeat the last step.
you should now have what you are after.
