how to change default filled region boundary line weight ? 1 to 3

First make sure that you have a line with the weight of 3 loaded. Then when you make your filled region select the boundary lines when you are still editing your filled region. Then just change the type of line that that is from the drop down menu. If you dont have a line with the weight of 3 you will need to load it from somewhere else or make one. Let me know if you need help making a new line type.
