My wall cut patten only shows on the bigger scale. Both detail levels are set at "fine". What I am missing here?

Check the view scale—cut patterns may not display at smaller scales due to density. Also, verify the wall's cut pattern in its type properties, ensure Visibility/Graphics Overrides allow cut patterns, and confirm no Coarse Scale Fill Pattern is overriding it.
