I would like my life safety symbols as detail items, not modeled, but I would like them to change size with the scale of the viewport. Anyway?

Detail families do scale with the viewport scale so I believe you may not have asked your question clearly.

Detail families scale, annotation families stay the same size on the sheet no matter the scale.

So how do I get text that scales in the detail component family. You cant just put text there, it doesnt appear when loaded. I tried to import a generic annotation into the detailed component but it scales. I would like the life safety symbol to remain the same no matter what the drawings scale it.

You are asking two different things:
- You write: "So how do I get text that scales in the detail component family" <<< You want it to scale
- You also write: "I would like the life safety symbol to remain the same no matter what the drawings scale it." <<< You don't want it to scale
I am assuming it is no:2 - https://www.modelical.com/en/gdocs/annotation-families/
