there is a confusion/debate on how to insert the civil CAD drawing which we will generate the revit topo from and then subsequently place the model at that elevation.

we begin modeling our building/home and after that we will get a civil drawing that is CAD and has topo lines at the correct elevation e.g. 8,000 ft. (sea level). we insert the CAD and then go through the process of generating the topo from it. so now our topo is at 8,000 ft. and our building is at 0 ft. now we use the 'relocate project' tool and in an elevation move the building in the Z direction to the 8,000 ft. now our levels read the 8,000 ft. but for some reason the topo moves up 8,000 ft. as well. there is something going on that i cannot figure out. some step i am missing.

But you also need to understand project location and project base point.  You can read about those in your HELP.
