This is my problem:

Every time that I am collaborating on a Revit project, if I go to edit an element that someone else is borrowing, the "Editing Request Placed" dialogue box pops up.  If i click on 'Close' it pops back up immediately, meaning that I'm completely stopped from doing anything at all with the project.  If the person who has ownership of the element has left the office, then I can not do anything until they return and sync. If they have left for the day, I'm completely out of luck and have to end the Revit process using Windows Task Manager.  There has to be a way around this.

This didn't used to happen.  What can I do to fix it?

Your office has to establish rules to prevent this.  Our rules is you can not leave the office without saving to central and relinquising all. 

Don't close the box... withdraw the request.
