I have a raster site plan topo that I want to overlay onto my actual site plan. just need to rotate a little, but it either snaps to some geometry in the way, or itself, OR it wont make small incriments angles so I simply can align it. How do I turn off all the snaps and crap so I can micro adjust the rotated raster image?

While in rotate command, type SO (snaps off).
