Correct. Here is Autodesk's solution for this>

https://knowledge.autodesk.com/support/revit-products/learn-explore/caas/CloudHelp/cloudhelp/2019/ENU/Revit-Model/files/GUID-118C3D05-EE56-45DA-9A1D-00C5BB4DEC86-htm.html

There are are addins that can move objects to a new level and then delete that level such as ARUtils ( see https://www.arsoftwaresolutions.com.au/)Alternatively you need to go through each object in your model and change every one to the new level. On a test copy model, you could create a 3D view, select all objects, count how many objects there are, then delete the level and do a recount to see how many objects get deleted. You should be aware also that plan views are level dependent, so if you delete a level and plans exist that are set to that deleted level, they will also get deleted.
