Is it possible to have multiple leader types for a single text element?  For example: a text note with a leader with an arrowhead and a leader with an open circle.

Sorry, there is not a way to do that, you can set up only one arrowhead type at a time.

Note this (Settings are global for the project. ) in the following HELP.
