I have tried to place a cap on my sloped pony wall at the stair and wall sweep won't adhere. Any ideas or workarounds to place a 1/2" MDF Cap on Angled Pony Wall? See attached.

That will not work here. Use model in-place component instead.
architecture tab -> component (pull-down) -> model in-place -> pick category -> sweep

Or use Roof tool (Roof by Extrusion)

Or better yet, use railing tool with the top rail only and hosted to the wall.
