I am running REVIT 2017. Sometimes when I print a sheet to pdf the individual rebar tags do not show up. Usually the tags still show up in the project file, but sometimes they get deleted. The multi-rebar tags are always okay. When printing multiple sheets, only some of the drawings will lose the rebar tags. All rebar tags on the sheet will either show or not show when there are multiple viewports on the sheet. It occurs less often when when I plot individual sheets.

What PDF program are you using? Maybe a different one will work.
Also make sure you have the latest upgrades loaded to 2017.
