i am having a problem. our IT guy messed up a few user login's and in doing so, we lost our desktop setups. that means that we had a guy lose his local version of the revit file. unfortunately he had checked out the main workset before this, and didnt relinquish it prior to shutting down. we have tried to create a 'dummy' copy of this disappeared local file, but when we do he has nothing checked out. i cant edit the model until he relinquishes his ownership.
Has anyone ran into this problem? can i just use the file on my desktop to create a new central file? is that the easiest way? if that doesnt work, i am at a loss for how to side-step this. i tried going into the central file directly, but i couldnt do what i needed to.

We've had similar problems here. As I'm sure you've already learned, yes, creating a new central from your local file is one option, assuming you've got all the latest and greatest work in your file. Call it my gut, but there's something I don't like about this process in case something has been corrupted or is missing in my local file.
A better way is to open the central file with the "audit" and "detach from central" boxes checked. This purges all the "junk" in the file and kicks everyone out. When you save this file, it will be a new central file. If you want to verify this, when you are going to save this audited, independent file, look under "Options" in the Save dialogue box. "Make this the new central location" and "Compress File" should both be checked and greyed out. This will give you a fresh start.
Your comment that creating a dummy file with the same user name doesn't recognize that things are checked out by that user is worrisome. Any local file should show the same things checked out. I've used that method as well with success, even for occassions when someone in our satellite office has left for the weekend and forgot to check out. It suggests there is a discord between your local file and the central file, which would further suggest a fresh start from the central file would be the better way to go than creating a new central from your local file.

One thing I've done (in an emergency only) is:
Make ABSOLUTLEY SURE that no one is working on the project.
1. Open a new session of Revit.
2. Change your user name to the offender's. (This name must be exact. If your earlier attempt showed nothing Owned or Borrowed, the name was probably either spelled wrong, or had extra spaces)
3. Open the Central File.
4. File...Relinqish All Mine
5. Close the Central File
6. Restore your User Name to your original ( I like to Copy it before step 2 and Paste it here. No spelling problems that way)
