I would like to tip up my floor plans or view into 3d like autocad without going to the 3d model. I am working in a parking garage and its too cluttered do to the other floors.

If I am in a 2d view (like autocad), I want to be able to kickit up view mouse or key controls into a 3d perspective without going to the "3d" view in the navigator. Ie just view the floor I am on in 3d.

3D view like autocad means nothing.   Their are two '3D views' in Revit.  One is just a tilted up view and the other (camera view) is a perspective.  What is your problem with either of these views?  What are you trying to do?

You can't.  You can add a section box to a 3D view and crop to the level you are working on.
