Is there a way to have Revit report the adverage elevation/height of a toposurface?

No, not that I know of. You may need a specialised Civil Engineering package to do that. There is a Revit plugin called site designer that is available free from Autodesk through the Revit licensed web portal. It may have something like that but its not the best piece of software to operate.
