Is there a way to have multiple "Center" Reference Planes in a Family, or assign more than one "Center" Reference Plane so that i can use Centerline Dimensions when placed into a project?  I am using Revit 2017

You can have more than one reference planes in a family but each one must have it's own unique name.  You can name them whatever you want to otherwise and and setting that reference plane's options will allow you to dimension to it in the project.  Read THIS in your HELP.

I know this.....  But is there a way to assign, for example: 4 Reference Planes to Centerline witin a family so that I can use the centerline pattern on dimensions.   I am trying to dimension to centerline of Cabling holes on the top of a counter top.  Why can i change multiple Ref Planes to "Strong Reference", but not the same with (Center Left / Right)?  Am I missing something.

Center Left/Right is a system name and you can see all of those defined here.

For center's like you describe, I add a 2D line to the family in that location.
