I'm using Revit 2017.  I downloaded a revolving door family from RevitCity and it will not load into my project.  I have tried loading it from the open family; load into project.  I have tried loading it from my project, doors;load family.  I have tried dragging and dropping it into my project

You don't say what family (don't you think that would have helped?) so I will take a guess and suggest that this is a curtainwall door - which is logical.  It is placed in a curtainwall in place of a panel.

Revolving Door_-_Curtain_Panel_14455.rfa.  it will be going into a curtain wall panel if it will ever load into project

Have you ever used a curtain wall door?  Your posts suggest you have not and that you have not looked it up in your HELP.  You should always start with your help.  Look at this.
