What is the best approach to create floor elevation change (Drop down) for example balcony or bathroom floor.

I would simply place a floor in plan using the level most closely associated with it and ensure that the level of the new floor is set at the correct lower distance from the main floor. I wouldn't add in a level just for that floor. Too many levels in Revit just causes confusion and problems.

The reason Beau is recommending this is schedule and floor plan associations. 

 

You can still associate the room and doors (etc) with the level they will be typically associated with.  You do have to modify the properties of floor hoted elements to do this.  For instance set the door or room elevation to the (-dropdown) from the level.

 

If you are doing a balcony or mezzanine, then I would use a floor level.
