When we moved from Revit 2015 to 2017 the previously functioning detail callout head with a wipeout stopped working (we had done the underscore text work around). The line across the bubble stopped showing up. In the process of trying to fix it, I tried many things.

Eventually I just rebuilt the family and it was working for me, but the other local files of the same central file looked the same as the original. GRRR.

Then we were going to delete the family out of the project and re-load when we changed the detail callout head to the building section callout head type (so we could delete the detail callout head and re-load). Now whatever we change the building section callout head to, the detail callout head also changes. The same in reverse. Detail callouts that don't refrence other views are not affected nor are the other section view types (Stair Sections and Wall Sections). 

Can someone PLEASE help? I have no idea what or how this happened.
