I thought I would post this here to help anyone that might run into the same issue.
In Revit 2018 if you use the new coordination model linking feature be sure to turn off coordination models in any of your plan views if you want to print as vector processing. I couldnt figure out why all of the sudden our sheets were printing using raster processing even though I set it to vector. I checked the "usual cause" and made sure there were no shading, shadows, gradients, sketchy lines, depth cueing, images or decals in the view. It turned out to be the navisworks coordination model we linked to our revit model. I had to go through our view templates and uncheck show coordination models.
