How do you think you are duplicating a level? Duplicating a plan does not create a level.

The duplicating level works as the main level that has been duplicated but is not viewable in elevation views (It is only a duplicated view not another level).

You can learn how to create a new level here.
IIf you want the same elements on by levels, you can copy to clipboard from one level and use paste aligned to selected levels, This is explained here.
