RECENTLY I CREATED A BASE PLATE WITH GROUT BED. I USED THE MATERIAL "Grout - Non Shrink - 5ksi"
and set the transparency to 100. in a 3D view it looks like it should (Transparent) but when i go to a section view the grout is not trasparent.
any ideas why this is?

Materials in section view are shown according to the material graphics tab settings settings. Not the same as the render settings.

I did set the transparency in the graphics tab under shading. i also set it in the family as well. but nothing

That setting is for the face of the material in non-rendered views. A section view only uses the CUT PATTERN ! You said it is a section view - that cuts the material, it does not show it in elevation.
